                                 My Biography


I was born January 28, 1943 in a small town in Northern California named Eureka. I was brought up in a
Christian family with a long history of activist traditions. When I was still a youth I was very concerned
about others.  Many times my choices were predicated upon how my actions might effect others, it was a
developing sense of justice and moral zeal.

While I was still in high school I began to develop an awareness of Patriotism towards my country.  All of
my family influences supported this developing awareness to give back to my country some obligation of
service.  One of the first organizations I joined while still in school was Junior Statesmen of America.  I
also was a member and officer in the Masonic Order of DeMolay.


                 My Commitment to Country

I attended the University of California and during this time my feelings of Patriotism began to grow.  The
Vietnam War was just beginning and so was this urge within me to fulfill an obligation I felt I owed my
country, I enlisted in the United States Navy and became a "Combat Photographer" serving for nine (9)
years in the Atlantic and Pacific theaters during this War.  

I am a graduate of the Naval School of Photography and the Naval School of Cinematography.  During
my enlistment I was sent to S.E.R.E. School at the Marine Corps Base at Camp Pendleton, California .  
Here I was trained in Survival, Evasion, Resistance and Escape.  I was one of two service men in a mock
prison camp to successfully escape.  

While overseas I was the Petty Officer-in-Charge of the EH-38 Aerial Reconnaissance Photographic
Processors, which processed all intelligence film for the area.  It required a Top Secret Clearance.  Upon
my discharge from the Navy I went back to college on the GI bill.  

In 1975 I married my current wife Barbara, we have been married for 31 years, between us we have six
(6) children all grown.  I became a licensed California State Contractor in 1977, I have two (2) California
State certifications in Contract Law.  It was during this time in my life that family/community concerns
brought me back into public service.

A family member got involved in drugs and put my wife and I through hell.  I did not want other parents to
have to go through what Barbara and I went through, so I volunteered to serve on a County Drug
Advisory Board for six (6) years.   I became it's Chairman in 1991.  During this six (6) year period I also
served as Chairman of a County Suppression of Drug Abuse in Schools Advisory Committee, I was a
member of the Local County School Coordinating Committee, a member of the State SB-2599 Master
Plan Task Force, a member of the Governors Self-Esteem Committee and served as a Correspondent
and Columnist for a local Newspaper. Earlier I also served as President of my children's local school
PTA Organization. In 1997 my son and I brought our telecommunications business to Missouri.  In
February of 2001 the bottom began to fall out of the communication industry.  As the industry was
beginning to recover the World Trade Center got attacked and the recovery ended.

In 1994 I was appointed to the Civil Grand Jury where as a member I served as a representative of the
people reviewing citizens complaints against local Government abuse.  I also served as an Election
Official during the General Election in 1995, over-seeing the counting of ballots in the local and state
election.    

I have a deep and biding interest in the Rights of American Citizens.  I believe in the American Due
Process of Law and in the Rights granted under the Constitution of The United States and the Bill of
Rights.  This interest, declares that "All Men are Created EQUAL" and has gotten me involved in many
community issues.  I have served as an advocate for communities that  needed a voice in response to
government, I served on Formation Committees and Advisory Councils for the improvement of smaller
communities.

Freedom don't come cheap and it is usually accompanied with a lot of hard work and many
inconveniences.


                     My Roots of Patriotism

PATRIOTISM is a LAPHAM family trait that goes back to the American Civil War beginning with the
Revolutionary War. One of my early relatives was Commodore Esek Hopkins the first "Commander in
Chief" of the American Navy, another was Stephen Hopkins, his brother, who served as Colonial
Governor of Rhoad Island and was one of the first signers on our "Declaration of Independence" this
was followed by Great Grandfather Daniel Lapham who served in the 15th Michigan Infantry, Company
H and was stationed in Washington DC when President Abraham Lincoln was shot and killed at the Ford
Theater.  During this period my cousin Susan B. Anthony was making her debut as an Educational
Reformer, Labor Activist, Suffragist and Women's Rights Campaigner.  My family has the roots of
patriotism, like many other American Families,  that extends all the way back to the beginnings of these
United States of America.

Closer to home there is my father, Roy Daniel Lapham, who was awarded the Silver Star for Combat in
Korea, which he received posthumously, having been killed in the action that got him the award.
